Glossary

The following definitions are provided to assist vendors in understanding the terminology used in the requirements and in the attachments regarding costs.

Department or NDOC – The State of Nevada Department of Corrections.

COMIS – The NDOC Corrections Offender Management Information System

AB# - Assembly Bill, an act of the legislature identified by the bill number in the Nevada State Assembly.

Case – Case number is assigned as an identifier by the County from which an offender is committed, and is included on the judgment and conviction documents.

Chronos – Text notes (chronological notes) created by case workers, custodial workers, and medical staff related to an offender and retained by CORS.

Code of Penal Discipline – NDOC behavioral code published and issued to all offenders under NDOC jurisdiction.

Count (NDOC Internal) – Process of reconciling the data on offender population currently under the jurisdiction of the NDOC and maintained in CORS, with the actual physical count performed within each wing, unit and facility by corrections officers six times daily and as needed.

Count (Court Judgment) – Individual components of an indictment; criminal charge.

CPT – Standard medical treatment codes.

Crime Severity Level – Relative ranking of crimes per NRS, based on sentence: A1 20 years minimum; A2 15 years minimum; A3 10 years minimum; A4 5 years minimum; B1 20 years maximum; B2 15 years maximum; B3 10 years maximum; B4 6 years maximum; C 5 years maximum; and D/E maximum 4 years.

Custody – Period when an offender is physically located at an NDOC facility or under physical control of NDOC staff.  At the institutional level, custody at the institution ends when an offender leaves the institution.

Detainers – Notice of an intent to pursue prosecution of an untried indictment, information or complaint lodged by prosecuting official, placed against an offender under NDOC jurisdiction to bar their release.

Facility – NDOC housing unit for minimum or lesser security offenders.

Flat time (credits) – Sentence served credits based solely on days of incarceration.

Governor’s Warrant – Warrant issued by the Governor of the asylum state commanding that the fugitive be arrested and delivered to the agents of the demanding state.

Holds – Prohibition on release of an offender due to sentence at another jurisdiction that is consecutive to Nevada’s sentence or a longer concurrent sentence, or a parole and probation order, or a deportation order.

ICD9 Codes – Standard medical diagnosis codes.

Implementation Analysis – Vendor analysis and conclusions on how system functionality, including tables and transactions, will be implemented within the set of business processes and events occurring at NDOC.

Implementation Date – Date on which NDOC accepts that the system if fully operational for all users; if there are users for whom installation of 56kb or higher connectivity is delayed, then the date at which the system is fully operational for users with connectivity 56kb or higher.  Implementation date will not precede completion of integration acceptance testing by functional users.

Institution – NDOC housing unit for medium or higher security offenders.

Interstate Compact (Interstate Agreement on Detainers, or IAD) – Compact entered into by states and the federal government providing for the administrative transfer of offenders who are wanted in another state for trial on criminal charges, initiated either by the inmate (Article III of the compact, NRS 178.620) or by a prosecutor (Article IV of the compact, NRS 178.620).

Judgment of Conviction – Legal document sentencing an offender to a prison term.

Jurisdiction – The period when an offender is the responsibility of NDOC due to issuance of a judgment, irrespective of whether they are housed in NDOC facilities or not.

Mandatory Review Date – Parole hearing date that applies to inmates under NRS 213.1215 (see MPR).

MPR (Mandatory Release) – Per NRS 213.1215 and in response to prison crowding, offenders with sentences of at least 3 years must be reviewed for parole under close supervision 9 months prior to the end of their maximum term, if they have not been previously released on parole for that sentence, and if they are not otherwise ineligible for parole.  MPR releases violating parole may at the discretion of the Parole Board lose all statutory (stat) time credits upon their return to NDOC custody.

NCIS – Nevada Corrections Information System, a micro-computer network owned and operated by the Nevada Department of Corrections.

NCJIS – Nevada Criminal Justice Information System, a State of Nevada system developed and administered by the Department of Public Safety.

NCPD – Nevada Code of Penal Discipline, rules and regulations governing the conduct and disciplinary actions for offenders within NDOC custody and/or jurisdiction.

NOC – Five digit Nevada offense codes, used statewide by Nevada law enforcement agencies.

NPR – Not physically received, applied to offenders under NDOC jurisdiction who have not arrived at NDOC facilities.

NPO – Medical restriction to avoid ingesting food, normally in anticipation of a laboratory test.

NRS – Nevada Revised Statues.

PCN – Print control number, assigned at the time of arrest and fingerprinting by a Nevada public safety agency, typically included on the PSI.

Post Implementation Support – Technical and functional support provided by a vendor during the period after system implementation to assist in problem resolution and operational difficulties.  For a successful implementation, this time period would not exceed six months, but in any case it will end when NDOC users are able to operate independently of the vendor.

PSI – Presentence investigation report prepared by court assigned probation officer that includes criminal history, identifiers, offense summary, offender’s background, and sentencing recommendation.

Retroactive (retro) Date – Computed date that an offender began serving his or her sentence under the custody of NDOC, including time served prior to, during, and after the trial.  The sentence date, minus days served in jail prior to arrival at NDOC.

SB# - Senate Bill, an act of the Nevada legislature introduced in the Nevada Senate and identified by its Senate bill number.

Sentence – Sanction imposed on a convicted offender by a court.

Separatee – Persons within NDOC institutions and facilities that must be separated due to threats, victimization, assaults, friendships, family relations, or other factors that pose a risk to the safety and security of offenders and/or staff.

SID Number – State of Nevada criminal history number, used to track arrests, indictments and convictions for individual offenders within the Nevada criminal justice system, assigned to an individual by the Nevada Department of Public Safety upon receipt of a set of fingerprints from a Nevada public safety agency.

Stat credits (statutory credits) – Time which offenders earn to reduce their actual sentence served based on correct behavior within NDOC institutions.  The amount of these credits are set by statute.

Testing – NDOC differentiates between three levels of testing:  unit testing, where developers with support from functional staff will test the performance of a module, interface or modification; system test, where developers with support from functional staff test a new module, interface, or modification in operation with the full system; and integration acceptance testing, where end users with support from developers will test the system including all operational modules, interfaces and modifications using actual business updates and transactions.  A complete version of CORS will be integration acceptance tested by NDOC staff with vendor support prior to approval for implementation.

Victims – Victims of offenders who have the right to request notification of parole hearing dates and other changes in offender status.

Waiver of Extradition – Relinquishment by the accused of his or her right to demand issuance and service of a Governor’s Warrant and consent to be transported to the demanding state.

Work credits – Sentence served credits arising from work assignments completed by an offender.
